Registration is now open. 

Carmel’s Residential Rental Dwelling Permit and Registration Program (Carmel City Code, Article 6) mandates that all long-term residential rental properties be registered and permitted. Registration opened on December 1, 2025, and includes a $5 permit fee.

To qualify as a Legacy Dwelling, owners must register by January 31, 2026. Additionally, property owners should note that the ordinance limits residential rentals to no more than 10% of homes within any subdivision.  Beginning February 1, 2026, no new rental permits will be issued in subdivisions that have reached this 10% cap.
