The Carmel Board of Zoning Appeals (BZA) is a local government body that decides on zoning issues and is empowered by Indiana law to consider granting relief from the requirements of the Unified Development Ordinance (UDO).
The BZA's responsibilities include granting variances, granting special exceptions or conditional uses, appeals from administrative decisions, and approval petitions for modifications. An administrative board, it is quasi-judicial and operates similarly to a court rather than a legislative body, using standards and procedures.
BZA decisions are required by state law to be guided by facts and specific criteria.
