The Carmel Redevelopment Commission (CRC) is a state-statute created body charged with general redevelopment activity and implementing tax-increment financing (TIF)-supported public private partnerships that are contemplated and approved by the Carmel City Council. In addition, the Commission is staffed by the City’s Redevelopment Department.

Initiatives, Goals, Accomplishments

  • The Carmel Redevelopment Commission has a 25-year track record of partnering with developers and corporations to build transformative projects that grow the city and benefit all taxpayers.

  • The CRC masterplans and invests in Carmel’s redevelopment areas (City Center, Midtown, Arts & Design District, Proscenium) and incentivizes Carmel’s corporate campuses throughout the city with Tax Increment Funding (TIF) for garages or other infrastructure.

  • The CRC has previously constructed landmark projects such as the Palladium and the Center for the Preforming Arts and the Hotel Carmichael, together with smaller projects such as the Ice Rink and Christkindlmarkt and several garages. Its land aggregation activities have enabled a majority of Carmel’s redevelopment projects.
