The Economic Development Commission was established through Ordinance No. D-751 in February 1992 and amended with Ordinance Nos. D-1253-96 in November 1996, D-2067-11 in November 2011 and D-2198-14 in June 2015.

In accordance with state statute, the Commission meets to approve certain bond issuances contemplated by and ultimately approved by the Carmel City Council.
