City of Carmel –  Ordinance D-2770-25 (as amended)

Effective February 1, 2026, all residential rental properties in Carmel must be registered and permitted under the city’s new Rental Registration Program.

FAQ's for Rental Registration

Key Dates

• Registration Opened: December 1, 2025
• Legacy Dwelling Deadline: January 31, 2026
• Late Fees Begin: February 1, 2026

Permit Fee

• $5 per rental property (due at registration)

Rental Cap

• Rentals are limited to 10% of homes in any subdivision
• Register by January 31, 2026 to be considered a Legacy Dwelling

→ Legacy Dwellings are exempt from the 10% cap

Late Fees & Penalties

If you miss the February 1, 2026 deadline:

• $100 late fee after 30 days
• $200 late fee after 60 days
• Additional civil penalties may apply after 60 days
